Bonding assessments occur during the foster care process when the County Children and Youth Services deem it necessary to make decisions in terms of parental rights. Typically, children have already been in the foster care system and a determination is needed in terms of the level of attachment both with the biological parents as well as with foster caregivers. The determining factor is what is in the best interest of the child in terms of living arrangements and proximity to biological parents. Typically these evaluations are initiated by a Children and Youth Services Agency.
